ANNOUNCEMENT

Recruitment of civil servants and public employees in Ho Chi Minh City from excellent graduates and young scientists in 2024.

Under Decision No. 3231/QD-UBND dated August 16, 2024, of the Chairman of the City People's Committee on promulgating the Plan for recruiting civil servants and public employees in Ho Chi Minh City from excellent graduates and young scientists in 2024

The Department of Home Affairs announces the recruitment of civil servants and public employees in Ho Chi Minh City from excellent graduates and young scientists in 2024 as follows:

STANDARDS AND CONDITIONS FOR REGISTRATION

Registration candidates must meet the standards prescribed in Article 2 of Decree No. 140/2017/ND-CP dated December 5, 2017, of the Government, specifically:

  • University graduates with excellent degrees from domestic or foreign higher education institutions recognized as equivalent to degrees and certificates according to the provisions of law with excellent academic and training results in all years of university study within the age range specified in Article 1 of the Youth Law (16-30 years old) at the time of application and meeting one of the following criteria:

a) Won third prize or higher in one of the provincial-level excellent student selection competitions, won an encouragement prize or higher in national excellent student selection competitions or a Certificate of Merit or higher in international excellent student selection competitions in one of the natural sciences (math, physics, chemistry, biology, informatics) and social sciences (literature, history, geography, foreign languages) during high school.

b) Won third prize or higher in a national or international science and technology competition during the time of study at the high school or university level

c) Winning third prize or higher in an individual Olympiad in one of the following subjects: mathematics, physics, chemistry, mechanics, informatics, or other majors during university study recognized by the Ministry of Education and Training

  • People with a master’s degree, a level I specialist doctor, a resident doctor, or a level I specialist pharmacist in medicine or pharmacy within the age range specified in Article 1 of the Law on Youth at the time of application and meeting the following criteria:

a) Meeting the criteria specified in Point A, Point B, or Point C, Clause 1 of this Article

b) Graduated from university with a good degree or higher and having a postgraduate training major in the same major as the university training major

  • People with a doctoral degree, a level II specialist doctor, or a level II specialist pharmacist in medicine or pharmacy within the age range (under 35 years old) as prescribed in Article 23 of Decree No. 40/2014/ND-CP dated May 12, 2014, of the Government regulating the use and promotion of individuals working in science and technology up to the time of application submission and meeting all the criteria specified in Point a and Point b, Clause 2 of this Article.

POSITION, QUOTATIONS, RECRUITMENT REQUIREMENTS

Number of civil servants to be recruited: 14 people

Number of civil officials to be recruited: 05 people

Recruitment content

Implemented according to the provision of Article 8 of Decree No. 140/2017/ND-CP, specifically:

  • Round 1: Consider the study and research results (if any) of the candidate according to the standards specified in Article 2 of Decree No. 140/2017/ND-CP
  • Round 2: Interview on the professional qualifications and skills of the candidate. Interview time is 30 minutes (candidates have no more than 15 minutes to prepare before the interview). Interview score are calculated on a 100-point scale

REGISTRATION DOCUMENTS

Applicants submit 01 sets of documents including:

  • Application form (According to the Application form issued with Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government)
  • Copies of supporting documents for cases of priority in the recruitment of civil servants and public employees

PRIORITY IN RECRUITMENT OF CIVIL SERVANTS AND PUBLIC EMPLOYEES

  • Subjects and priority points in recruitment

a) Heroes of the Armed Forces, Heroes of Labor, was invalids, war invalids of type B: 7.5 points added to the results of round 2

b) Ethnic minorities, military offices, police officers, demobilized professional soldiers, people working in specialized secretarial work, graduates of reserve officer training equipment, graduated from training as commander of the military command at the commune level, the primary military who is awarded the rank of reserve officer, has register for the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of policy beneficiaries such as injured soldiers, children of type B wounded soldiers, biological children of resistance fighters infected with toxic chemicals, children of Heroes of the Armed Forces, children of Heroes of Labor: 5 points will be added to the score of round 2

c) People who have completed military service, service in the people’s police, or youth volunteers: 2.5 points will be added to the score of rounds 2

  • If the candidate belongs to many priority categories, only the highest priority point will be added to the score of rounds 2

DETERMINING THE MATRICULATE

The selected person must meet all of the following conditions:

  • Have an interview score of 50 points or more and be considered in order from highest to lowest until the recruitment quota is reached
  • In case there are 02 or more people with the same interview score (after adding priority points) in the last recruitment quota, the person with the higher total academic score will be recruited; in case it is still not determined, the head of the agency or unit with the authority to recruit will decide on the matriculate person
  • People who are not selected in the recruitment period will not have their recruitment results reserved for the next recruitment period

TIME AND PLACE FOR SUBMITTING APPLICATION DOCUMENTS

  1. Time for receiving documents: From August 26, 2024, to 5:00 pm on September 24, 2024
  2. Applicants submit directly (during office hours, except Saturdays and Sundays) or send by post to the agency that needs to recruit for the position they want to apply
  3. Time and location of the review session (if any), organization of the selection, announcement of recruitment results, etc. The recruitment council decides and will have a specific announcement later

Note:

Each candidate can only register for 01 recruitment position, after the closing date, if the candidate applies for 02 or more recruitment position, he/she will be removed from the list of candidates.
