I. Recruitment Details

Note: Candidates may register for only one position

2. Recruitment conditions

Candidates must meet the following conditions:

  • Nationality: Must be Vietnamese and reside in Vietnam
  • Age: Must be 18 years or older
  • Application: Must complete a recruitment registration form
  • Background: Must have a clear personal background
  • Qualifications: Must possess a relevant diploma, training certificate, or other qualifications suitable for the job position
  • Health: Must be in good health to perform job duties
  • Additional requirements: Must meet other job-specific conditions (refer to the attached standards and qualifications for each position

3. Ineligible Candidates

  • Candidates who cannot apply include those who:
  • Have lost civil act capacity or have limited civil act capacity
  • Are being prosecuted for criminal liability or currently serving a sentence
  • Are subject to administrative measures such as detention in medical facilities, educational institutions, or reformatories

II. Recruitment Form

  • Form Type: Selection process
  • Legal Basis: Governed by Decree No. 115/2020/ND-CP, amended by Decree No. 85/2023/ND-CP, and relevant Circulars from the Ministry of Home Affairs.

III. Application Documents

Candidates must submit the following:

  • Completed application form (with attached format)
  • Copies of ID card/citizen identification card
  • Diplomas, certificates, and academic transcripts
  • Health certificated issued within the last 6 months
  • CV with a certified photo
  • Certificate of priority (if applicable), certified by as a competent agency or organization

Note: application documents will not be returned. Successful candidates are responsible for completing their civil servant profile as per regulations after recruitment

IV. Content and Form of Admission; Time and Place of Recruitment Examination

1. Recruitment Examination Overview

The recruitment examination for civil servants is governed by Decree No. 115/2020/ND-CP, as amended by Decree No. 85/2023/ND-CP. It consists of two rounds:

Round 1: Eligibility Check

  • Purpose: Verify candidates meet the recruitment conditions outlined in the Recruitment Registration Form for the specified job position
  • Process: Candidates who meet the requirements advance to Round 2
  • Notification: The recruitment council will compile and notify eligible candidates within 5 working days after the completion of eligibility checks. This information will be publicity posted online and at the school’s headquarters

Round 2: Specialized Professional Examination

  • Timing: Conducted within 15 days following the notification of eligible candidates from Round 2
  • Format: Practical examination assessing general knowledge, professional qualifications, and skills on a 100-point scale

2. Content by position

Specialist recruitment position

Components

  • General Knowledge Test: Multiple choices, 20 points
  • Subject – Specific Test: 80 points, duration 45-60 minutes

Lecturer Recruitment Position

Components

  • General Knowledge Test: Multiple choice: 20 points
  • Practical Skills Test: 30 points
  • Lecture Presentation: 50 points (45 – 60 minutes). Candidates must submit lesson plans and materials 3 days prior.

V. Examination Schedule

  • Expected Timing: Four quarter of 2024
  • Location: Central College of Industry and Trade

VI. Determining Successful Candidates

Successful candidates are determined based on:

  • Meeting Round 1 requirements
  • Scoring 50 points or higher in Round 2 (with each component needing at least 50% of its maximum score)
  • Ranking based on total Round 2 scores and any applicable priority points

Tie-Breaking Criteria

  • In case of a tie in total scores
  • The candidate with the higher general knowledge test score is prioritized
  • If still tied, the head of the recruitment agency will make the final decision

Important note

  • Candidates who fail the examination will not have their results carried over to future recruitment exams.

VII. Priority Cases in Recruitment

Subjects and Priority Points

Candidates from specific groups receive additional points to their Round 2 scores as follows:

7.5 points:

  • Heroes of the Armed Forces
  • Heroes of Labor
  • War invalids
  • Individuals enjoying benefits similar to war invalids
  • War invalids of type B

5 points

  • Ethnic minorities
  • Military officers and police officers
  • Demobilized professional soldiers
  • Individuals in secretarial roles changing professions
  • Graduates of reserve officer training
  • Graduates from basic military commander training
  • Children of martyrs, war invalids, and sick soldiers
  • Biological children of resistance fighters affected by toxic chemicals
  • Children of Heroes of the Armed Forces and Heroes of Labor

2.5 points

  • Individuals who have completed military service
  • Service in the people’s police
  • Youth volunteers

1.5 points

  • Union officials who have progressed from grassroots levels within the workers’ movement
  • Note: It a candidate qualifies for multiple priority categories, only the highest point value will be added to their Round 2 score

VIII. Application fee

The application fee is regulated by Circular No. 92/2021/TT-BTC, which outlines the collection, payment, management, and use of fees related to recruitment and promotion of civil servants

  • Deadline: applications are accepted from the date of announcement until October 31, 2024
